The founder of COS who began to improve social welfare services in eastern United States in the 1870s hopes to reform charity by increasing investigation of the value of the incident by paying the agent before distributing aid. In addition, they believe that unregulated, unsupervised relief will not lead to poverty, so volunteer friendly visitors will provide advice and oversee family progress. Until the 1930s, COS views dominated the philosophy of charitable organizations and influenced the evolution of social welfare in progressive age.

Neoclassical economic theory provides two contradicting remarks to think about the origin of common interest, the set of two different micro foundations. There is a view that common interests are due to social benefits of cooperation. This view may appeal to prisoners' dilemmas to show how cooperation can bring out excellent welfare outcomes. Furthermore, cooperative equilibrium is stable in repetitive prisoner's dilemma. In this case, individuals do their best by pursuing the best way to act in society.
