A pioneer of social work in the latter part of the nineteenth century could not predict the moral task of today. Even though it is impossible, it is difficult to predict social trends and new issues. At this stage of social work development, we are now firmly grasping the many years of difficult ethical problems facing practitioners. Our main responsibility is to recognize that social workers are surely able to provide competent and comprehensive ethical education but that new ethical challenges that we do not know may arise. A skilled social worker will acquire the conceptual skills and wisdom necessary to cope with this unpredictable and convincing development.

Moral dilemmas are considered to be a major problem in social work practice. Social workers must reflect the social philosophy of value-based ethical decision making, which makes it possible to manage risks and challenges, especially in multicultural and community environments. When deciding what constitutes a moral dilemma, it is necessary to distinguish between morality, values, morality, and law. And policy.
