INTRODUCTION: In an article by Roger Sipher, he uses six arguments to prove the reason for not developing a mandatory attendance law for public schools. He divided the six arguments into three categories. His first argument was that public schools should be children who really want to learn, not children who have to go to study. The second argument is that the result reflects the extent to which the school actually tells children and people will respect public schools more. The third argument is that the expenses of these laws are eliminated, saving schools and public funds.
Interpretation: Roger Cypher in his article forced the law to let many children go to school, and these children suggested that they really do not want to go there at first. These children ruin the education of the children who really want to go there because they divert attention of teachers and children.
Roger Cypher defends his argument. "These children have little motivation to learn and students who do not have any more zeal as they are hostile to school receive quality education.
