We will use regulatory-oriented theory to study the relationship between strategic orientation and corporate culture, and management report on the innovation effect of SMEs. Hypotheses 2a and 2b predict that unique centralism and participation efficiency (self) will ease the relationship between opportunity recognition of participatory decision-making and personal achievement. As shown in Table 2, we found that the three-way interaction between participation efficiency (self) and unique centralism is important (AR ^ = .13, ^ 1,515 = 13.44, p <. 001). In particular, for those who earn higher scores on self-centeredness and participation efficiency (self), there is a strong positive relationship between participation in decision-making opportunities and personal achievement (hypothesis 2a). The same relationship between people reporting low participation efficiency and high independence is negative (hypothesis 2b). A lot of research has been conducted on the performance of small and medium enterprises. However, the impact of administrative capacity on the growth of small and medium enterprises, in particular the impact of microfinance participants, hardly exists.
