The concept of community colleges can be traced back to the era of former Education, Culture and Sports Minister (MECS), which is supported by its foundation, secondary, tertiary education and vocational and technical educational institutions. MECS Secretary General Cecilio Putong wrote in 1971 that community school is a school founded in community, community and community. Dr. Pedros T. Orata of Pangasinan also had the same idea, so a community college was founded and is now called Urdaneta City College.
