These laws put a heavy burden on eligible qualified voters trying to exercise the most basic constitutional rights. Since 2008, states, especially blacks, elderly people, students, disabled people throughout the state have taken measures to make it more difficult for voting rights to be exercised. This includes early voting, voter identification, and clearing the voter list.
