The purpose of this study was to analyze the basic elements of school improvement and analyze the school improvement needs of Istanbul public elementary schools by using these factors as criteria for school improvement needs analysis. In January 2000, the Education Reform Committee (EIC) invited schools in the province to participate in school improvement planning projects. The goal is to identify effective strategies for developing school improvement programs that increase student academic ability and increase parents engagement in education. Among the many schools I applied, ten primary schools representing English, English Catholic, French and French Catholic systems were chosen. The school chosen is located in rural and urban areas in the south and north of the province. The population of schools ranges from 200 to over 800 people.
