Outbreak In rising philosophy, different interests bring mutual doubt and hostility. The United States has played an important role in ending the Cold War. President Ronald Reagan ended the Cold War with a strategic defense policy. When Ronald Reagan took office in 1981, the collapse of the Cold War began. Reagan has two priorities. He wants to reduce taxes and increase defense spending. He thinks that the United States should take a showboy attitude towards Russia. Mikhail Gorbachev was a leader of Russia in 1985. He wants to improve the Russian economy. He also hopes to improve relations with the United States. Both leaders want to obtain "safety margin". Reagan struggled against Russia and its allies. When the Soviet Union said that Reagan wants a "safe margin", he can clearly see that America meant that he should be better than Russia. Moscow will not let this happen. They want equality
So is Ronald Reagan's Cold War over? Yes, yes. Recently decoded files have no doubt about this. But how did he achieve it? As Reagan's conservative champion claimed, the Soviet Union knew that they could not compete through hostile rhetoric and massive arms build? Or, as some liberalist historians including David Greenberg of Slate said, through the second phase of transition to mitigation and disarmament? For columnists (and occasionally the historians of the Cold War) this is an unsettling position, but both views have advantages and there is no truth in either position.
