Returning to the Moon

About 40 years ago, mankind landed the moon for the first time, but about 40 years ago mankind never landed on the moon. The problem now is that if a human trying to return to the moon, discover something new using our new technology and make sure we discovered it from the time we were out. Or it's not worth it, it's just a waste of money. Since NASA hopes for lunar landing in 2020, an answer is necessary. In the near future, it seems to be meaningless to send a manned mission to the moon until the plan is completed.
