The increase in immigrants and demographics in the American classrooms has changed. Therefore, English learners become increasingly common in schools. English learners constitute one of the largest demographics in American classrooms (Flynn & Hill, 2005). As most of these students are located in mainstream classrooms with basic literacy skills, it is observed that the scores of these students differ greatly. Many English learners were born in the USA (Goldenberg, 2008).

Gándara (2008) says that Latin students are learners of English, and the disparity in accomplishment may cause educational levels to fall in other poor people due to unfair conditions that adversely affect learning opportunities I pointed out. Our research focused on the integration of English learners (ELL) into the Hartford public school system, entitled "English Learner Program at Burns Latino Laboratory Institute: Achievement and Challenges" .
