Personal Opinion Before the course started there were many rumors about how it evolved and what it teaches. Not long ago, these rumors penetrated my mind and gave disgrace when I learned social backgrounds in the clinical setting. I hope this rumor will be resolved in the quarter and there are many learnings that apply to my current and future clinical practice. Since the beginning of race and ethnicity, race, gender and class has always been an important factor for those who experience in America. In the history of the Americans, race, gender difference, meaning of class separation changed. For many Americans, their perception of class and race, and how much sex affects people's lives often depends on their race, gender, and class. - Thomas Borstelmann carefully studied the international scope of American cultural attitude while deliberately showing the rewards of observing the domestic history in a universal framework. He has successfully demonstrated the widespread impact of the civil rights movement on the development of national problems both at home and abroad, which has a tremendous impact on the foreign relations of the United States.
There is a representative problem in administrations around the world. This problem includes sex, race, ethnic factors. The administration of any country must be composed of all ethnic groups, gender, ethnic groups. An effective representative bureaucracy provides public management to everyone in demography, so that the true representatives of all groups will participate in administrative and government decision-making processes. When bureaucracy represents the views of people with similar demographic backgrounds, positive expression occurs in bureaucracy (Kellough, 2010).
Do the demographic characteristics such as race, ethnicity, gender, etc. correspond to specific values? Also, if they are well reflected by bureaucracy, do these values lead to better policies and administrative outcomes for underestimated populations? This is primarily an empirical problem designed to judge whether passive characterization and active characterization are related, as shown in Figure 1 (Riccucci and Meyers 2004; Saltzstein 1979 reference). Kenneth Meier was the first scholar who empirically examined the relationship between passive performance and active performance and fulfilled an amazing contribution to literature (Meier 1975, 1993a, 1993b; Meier and Nigro 1976 ).
