It has the ability to advance clinical care, improve the health of the population and reduce costs. At the same time, this environment brings new challenges and opportunities to protect health-specific information that can identify individuals.

We developed federal policies and regulations to help protect patient's privacy and to guide national adoption of health information technology.

In this article we will explore the actual impacts and policy implications of federal privacy and security regulations under HIPAA on electronic prescriptions. So far, HIPAA and its regulations are widely known. This is partly because the supplier and health plan were forced to adopt strict compliance efforts. A number of academic and professional reviews are written about HIPAA and its legal requirements (eg Annas 2003; Hussong 2000; see Ridgely and Greenberg 2002).
