Each country has different preferences for the political system to manage that country. For democracy, the two possible governance options are President and Congress. Due to their strengths and weaknesses in the presidential system and the parliament system, many scholars have studied these two forms of government and discussed which of the political institutions gained greater success in governance. In this article, we first analyze the parliament system and the presidential system in detail.
The purpose of this paper is to discuss some of the differences between the President and the Congressional governance system to propose a system for Ghana. The structure of the document focuses on separation of authority, dismissal procedure and legislative function. We also discussed the discipline of the Party of Ghana and the current governance system. This article assumes that democracy is the best form of governance in Ghana. The main difference between the three schemes (President, Congress, and Mix) is that regardless of whether the authority of the government is functionally separated among the branches, and whether the branch possesses it to other branches . These include the extent to which the executive branch can manage the legislature, or the extent to which the legislature can control the executive branch (supervision), and the extent to which the legislature controls the legislative capacity.
There are three main differences between the presidential system and the parliament system. In the parliament system, the government is elected by Congress, its members are elected directly by citizens, the government is vulnerable to unconfidential voting and the executive power belongs to the Cabinet. 71)
The parliament system is preferable to the presidential system. The parliament system is common in most of Europe, South Asia, and many of the former British colonies. The parliament system is often called the Prime Minister and is characterized by executives who validate from Congress or Congress (often called Congress) after "Congressional Mother" in the UK. The executive is the head of the government, usually a member of Congress, and he is responsible for Congress. Therefore, executives are separated from heads of state, heads of state are usually ritual monarchs or presidents. On the other hand, in the presidential system, the head of the government is also the head of the province, and is the administrative department responsible for separating the election from the legislature. This type of system is used not only in Russia but also in most countries in the United States and Latin America.
