This research focuses on an important theme in the World Bank's gender and social inclusion agenda, namely the promotion of political inclusion. It explores the growing popularity of marginalized groups and the ability of political activities to convert to their interests. The study also draws important lessons from the struggle of other exclusion groups to fight for equality among women. This document is part of PROLEAD's efforts to promote women's leadership, political participation and representation in Latin America and the Caribbean, with particular emphasis on indigenous and African-American women. It also addresses the important priorities of the World Bank's Social Inclusion Agenda, namely better identifying related issues and building knowledge and researching to address social inclusion issues.
