Power of CHED I. The main power of higher education is the Higher Education Committee (CHED). CHED has a direct alliance with Cheong Wa Dae and has a deep responsibility. It provides quality assurance by developing and implementing higher education policies and supervising public and private higher education programs and institutions. CHED defines minimum standards for the establishment of academic programs and new higher education institutions. We also recommend the level of funds to public higher education institutions and decide how higher education institutions will use these funds.

CHED was founded as a subsidiary of Cheong Wa Dae for administrative purposes on May 18, 1994. The creation of CHED was part of the broad agenda of the national education system reform outlined by the Parliamentary Board of Education (EDCOM) in 1992. Part of the reform is to divide the education department into three governing bodies. CHED for higher education and graduate education, DepEd for basic education, TEDSA for technical and secondary education
