Physical education at public schools has long been a cause of disappointment and stagnation. Since the average ratio of youth in urban areas continues to rise, there is little to do in the school environment to meet the growing demand for active participation. School system leaders ignore physical health as they need to reduce spending and improve test scores, but schools are where young people spend most of their time and accomplish most of their development. Schools and school systems are responsible not only for cultivating spirit but also for maintaining health. That is the forefront of the physical education curriculum.

In the public school environment, there is always concern about the extent to which disabled students meet the needs of sports. It is pointed out that most students with minor disabilities can cope with regular physical education courses (Broadhead, 1985). There are many ways to adapt various activities to physical education classes so that students with multiple sclerosis and other disabilities can unexpectedly participate like "other students".

In order to increase physical activity (PA) in elementary school environment, Georgia State Public Health and Education Ministry and Health MPowers included Integrated School Sports Program (CSPAP) in the 30-Power Plus (PU 30) program. The purpose of this study was to (1) explain the adoption of PU 30 in statewide, and (2) to evaluate the fidelity of PU 30 and 79 PU 30 training schools and 80 untrained schools. To evaluate the adoption of PU 30, the number of trained schools was compared with the number of qualified schools in the state. To evaluate fidelity, a quasi-experimental study was conducted to compare the fraction of PA in 79 PU 30 training and 80 untrained school subsamples. The survey items (PA, breaks and classroom based PA, pre - and post - school PA) showing the frequency and duration of PA opportunities were converted to continuous variables for weekly PA time. School-based physical education is a background category that includes school-based courses or courses that focus on all studies that are clearly defined in the physical education curriculum, or important aspects of physical education. This category includes activities in Physical Education classes but does not include content beyond formal physical education curriculum. In many cases, such studies will examine the impact of increasing the time students spend on physical education lessons and manipulating the types of activities associated with their students.
