Staff evaluator assessment systems may vary from state to state and even between state agencies in the same state. North Carolina State has a personnel valuation policy that describes several exceptions to the general rules of North Carolina State. The purpose of this paper is to compare and contrast the personnel evaluation system of the three national institutions, explain the four issues facing public administrators in implementing the personnel evaluation system, and to compare the four personnel evaluation systems It is to analyze and summarize factors.
In the field of evaluation, especially in the field of educational evaluation, the Joint Committee on Educational Evaluation Standards issued three sets of evaluation criteria. The personnel evaluation criteria were issued in 1988, the program evaluation criteria (2nd edition) was published in 1994, and the student evaluation standards were issued in 2003. Each publication presents and explains a set of standards for different educational environments. The standard provides guidance for designing, implementing, evaluating, and improving established evaluation formats. Each standard is included in one of the four basic categories to promote appropriate, useful, feasible and accurate educational evaluation. An article (Normore 2005) examined personnel evaluations based on school improvement efforts, and empirical research examined consistency between important evaluations and performance standards (Catano and Stronge 2006). A lot of things happened in the last 9 years, but research is lacking. The lack of empirical research may be due to the fact that changes in accountability do not leave the necessary time to study the relationship between the principal's work and the supervisor's work related to school improvement and evaluation .
