Parliament versus President

In this article, we compare contrast between institutional structure of president and parliament. I will also explain the differences in administration, legislation, judicial relations. I will identify how Canadian institutions are organized and discuss whether the organization will change over time. This article also explains the impact of the 1982 Constitutional amendment on the Charter of Rights and Freedom, and whether it improves or weakens the quality of Canadian democracy.

In the 1960 Republican Constitution, the president and the Diet consisting of the Diet and the National Assembly were introduced. The president is not a parliament member, but parliamentarians are appointed from parliamentarians. Ministers must sit in the Diet and deal with issues belonging to their portfolio. Each of the three Republic parliaments has its own weak point. In the first Republic, this included the concentration of administrative power to a one-party state, the lack of an effective committee system, and the high passage of bills that prevented the public from directly participating. In the second Republic, this included a morally imbalanced cabinet. Party of the day was one of the biggest ethnic groups in Ghana (Volta region) and lost all potential ministers.

The Bosnia-Herzegovina Socialist Republic President was a Bosnian, Parliamentarian Chairman Serbian, Prime Minister a Croatian, and the party separated their powers according to race. Separated independence ethnic groups won power in other republics, including Croatia and Slovenia. In early 1991, the six leaders of the Republic of Yugoslavia and the leaders of two autonomous regions held several meetings to discuss the ongoing crisis in Yugoslavia. The Serbian leadership supports the federal solution, but the leadership of Croatia and Slovenia supports the coalition of sovereign states. Izebegovic suggests an asymmetric federation in February and Slovenia and Croatia will maintain a moderate connection with the remaining four republics. Shortly thereafter, he changed his position and chose sovereignty Bosnia as a prerequisite for such coalition.
