After completing his research at San Miguel, Romero spent six years at Gregory University in Rome with a theology degree. On April 4, 1942, San Miguel appointed him a parish chief for 23 years. Romero also became an editor of the Catholic Church and the cathedral's pastor. Shortly thereafter, Romero moved to El Salvador's San Salvador and became the secretary general of the National Bishops Conference. On June 21, 1970 Romero was appointed deputy bishop of San Salvador.
