1 - INTRODUCTION 1 Background information: Today's organizations are faced with constant competition. The amount of this competition is increasing year by year and the need to improve the organization's performance has never been greater. Many organizations often spend enough resources to attract people who are better suited for higher positions. In many cases, costs associated with poor and disappointing employee involvement, training and dismissal are high, and it takes a long time to recognize that employees can not increase.

Organizational effectiveness: The efficiency of the organization is reflected in the conversion of productivity into new total assets. It uses wages and capital to produce products and services at competitive prices. The effectiveness of the organization creates enough surplus for information workers to acquire new skills and learn computers to further improve their duties. It creates work that did not exist before. The HR management strategy aims to support programs that improve the efficiency of the organization by developing policies in the areas of knowledge management, talent management, and the creation of general "easy-to-work places".

The quality of the management organization and the quality of the program are determined by the characteristics of the product or service that determine the ability to meet explicit or implicit needs. Organizational management ensures quality planning, assurance, and management processes to take advantage of ongoing process improvement. Innovation is the degree to which a series of unique functions are improved by a new strategy. An effective initiative is a framework to guide performance and customer satisfaction.

All organizations are supported by their employees. The effectiveness of an organization can be seen by the quality of service provided to customers that increase the reputation of the organization. HR strategy helps organizations provide high quality services. Successful organizations view the development and implementation of HR strategies as ongoing and dynamic processes. In fact, effective personnel strategies are essential to ensure organization productivity and maximum success. Effectiveness is a measure of the impact of implementation of human resource management strategies. The true success of human resources management can not be judged only by the financial goals of the organization. We should not separate strategies, we need to put them together.
