Open to Access

arXiv began in 1991 and even 10 years before the Budapest Open Access program is the grandparents of all open access programs. Before peer review, typography, and social interaction, researchers can share their articles for free. It has been a huge success, almost all articles in the field of physics and mathematics first appeared in printed form of arXiv. In other words, to the best of my knowledge, the library does not actually cancel the journal's subscription. The widely used field of arXiv is still heavily dependent on peer review of traditional publishing industry, especially early professional researchers who have not established their own reputation.

The target audience for research papers is usually other researchers. Open access supports researchers as readers by opening access to articles that the library has not subscribed to. One of the biggest beneficiaries of open access may be a user of a developing country, and some universities feel that it is difficult to pay the necessary subscription fee to access the latest journals. There is a program to provide scientific publications subscribing to agencies in developing countries at low cost or free of charge. All researchers will benefit from open access because few libraries can not subscribe to any academic journals. Most researchers can use only a part of them. This is called "serial crisis".
