Home visitors have a long history in Washington. Communities have been cooperating with public health, education and social welfare services for many years to provide relationship-based family access services. Decades of research shows that visits are effective while encouraging recent major state and national work. • Parliament established Home Access Service Account (HVSA) in State Budget Budget (SB 6444) in 2010. And we will support the home access service and infrastructure by matching public funds and private funds. HVSA is supervised by the Early Learning Department (DEL), and Thrive WA is responsible for managing programs funded through HVSA. Through the unique structure of HVSA, Thrive can match public funding and private funds and use it. Accounts support a variety of planning models, including evidence base, research base, and promising practices.
