The Planning and Research Authority (OPR) of the State Governor Bureau is engaged in long-term planning and research and functions as a comprehensive planning agency of the state. OPR plays an important role in California Environmental Quality Act (CEQA), Master Planning Guide, and other policy support to local governments. OPR helps to clarify and implement the vision of Brown State Governor regarding environment and land use while playing an important role in developing tools and guidance for local governments.

OSEM includes Secretariat and Deputy Secretary General, Secretariat, Secretariat, Partnership and Participation Department, Strategy and Policy Planning Office, Public Relations Office, Legal Office, Citizenship and Citizenship Bureau, and other institutions.
