In July 1996, the Economic and Social Council reviewed and expanded negotiations with non-governmental organizations and recommended that the General Assembly review the issue of "non-governmental organizations participating in activities in all areas of the United Nations" . Since that time, Member States have started negotiations, but these have stalled quickly. The Secretary General wrote two reports. There were no serious incidents. Non-governmental organizations have made some important informal progress, but they also encountered a disappointing recession.
