The "National Nursing Professional Code of Ethics" project was launched by the Tehran Medical University (TUMS) Endocrine and Metabolic Center (EMRC) Ethics Group in 2009. The working group of three nurses and one nurse created a preliminary draft of this program through research involving extensive investigations of international and domestic ethical codes for nurses in other countries. Even after the draft was prepared, the project continued to function as a joint project with the secretariat of the TUMS Medical Ethics and Medical History Research Center (MEHRC) and the Medical Ethics Committee of the MOHME Health Policy Committee.

Ethics is used as a teaching material to law enforcement agencies to help officials decide the behavior standards and expectations. In some countries, all law enforcement officials have adopted or drafted a national ethical code of principle to follow, and in other countries, each police station allows them to adopt their own platform. For example, the UK adopted the Code of Domestic Ethics in April 2014, but in the United States most police stations have adopted the Code of Ethics drafted by the International Police Chief, but it is not necessary.

Implementation of international business ethics is as difficult as establishing consistent unified international business ethics guidelines and rules. Different countries do not have power over each other. A country may have a culture that regards bribery as an acceptable practice, so that country does not need to comply with the laws of other countries for which bribes are prohibited. This is a major problem in implementing all kinds of international business ethics. The United Nations is the only institution that can lawfully impose some governance on international governance, but its authority is very limited. Furthermore, we can not enforce the law to enforce international corporate ethics, we can not expect all other countries to comply with that law.
