As China dominates the global container transportation industry, the South China Sea is a pirate hot spot (Kraska 2011). The importance of cargo activities increased the opportunities for pirates and undoubtedly caused 69 piracy incidents reported in the South China Sea in 2009 (Kraska 2011).
