There were many situations that brought about a change in the government during the entire course of the history of Mexico. However, there are no signs that the Mexican government is as mature as the 1985 earthquake or the 2009 swine flu epidemic. Although only 24 years apart, these events show how the government is dealing with the fundamental change in the crisis.
