In addition to Rhode Island, the original state jointly appointed 70 people to participate in the Constitutional Constitution Conference. Some of them are unacceptable or can not be joined, including Richard Henry Lee, Patrick Henry, Thomas Jefferson, John Adams, Samuel Adams, John Hancock. A total of 55 delegates attended the Constitutional Constitution Conference, but only 39 actually signed the Constitution. Participants ranged from 26-year-old Jonathan Dayton to 81-year-old Benjamin Franklin. He was very weak and had to be taken to a car seat.
From May to September 1787, groups of people known as constitutionalists gathered. The constitutionalist talked about what should be included in the Constitution. America is a completely new country. There is a government that is not doing well in the United States. Constitutionists gathered to find a way of new business. This conference is called "convention". Today, some constitutionalists are famous for us. They include James Madison, Ben Franklin and George Washington. There were only 13 states at the time. These people came from all states outside Rhode Island. Every state has the idea of a new government. There are many discussions among constitutional decision-makers. They talked a lot. They made lots of speech. By speaking about it, they proposed a plan that everyone agreed. They have to make many compromises. Only consent can solve all controversies. Mr. Ben Franklin said he could not be sure if the plan was perfect. He said that this might be perfect.
In order to better understand the meaning of this phrase it is important to check how the constitutional formulators adopt it. At the 1787 Constitutional Meeting, the Constitutionalists tried to establish a stronger central government than the Federal provision. After the American Revolutionary War, the federal provision stipulated a loose organization within the state. Manufacturers desire a more powerful federal government, but they are less powerful. In order to achieve an appropriate balance, the compiler divides authority of the new government into three departments (administrative, legislative, judicial). This is called force separation. They also give each branch the authority to check other branches. For example, the Congress (the legislature) enacts the law, but the president (government) can refuse the proposed law. This complex system is called inspection and balances.
