This article first comments on the framework proposed by Carlo Morselli, Mathilde Turcotte, and Valentina Tenti to understand the flow factors of the organizational crime group. It then proposes a modified framework containing three elements: "Supply", "Local situation" and "Necessity for protection of the Mafia". This paper continues to apply the new framework to many cases, and finally suggests future research and policy makers' recommendations.

As a background, Nicolo Turrisi Colonna uses the name "mafia" for the first time. But in front of him, this group of people had no name. One of Mafia's earliest known persecution was recorded by a team called the regional surgeon Gaspare Galati (Dickie, 2004). He owns a farm of fruit and he gave up the farm after abusing the whole town. Later, more persecution records began to be released. This in turn leads to political scandal and corruption. From 1876 to 1890, the Italian government appeared to have a difference in the mafia problem until the delegation of Diego Tagani supported the right wing's support and the use of the left wing mafia (Dickie, 2004). Since then, the Italian government has corrupted for a long time, is performing incompetent security, and is trying to stop the failure of the Mafia. Mafia is not always concerned with alcoholism. Instead, they are illegal services, but are a type of protection service.
