McDowell was born in Lachute, Quebec, and moved to Maitland in 1897. I studied at a local school in 1915 and graduated from the University of Toronto in 1915. During the First World War, he joined the 38 th battalion of C. E. F on January 9, 1915. On April 9, 1917, with the help of two runners, at the battle of Vimy Ridge he captured two machine guns, two officers and 75 men. Sean Wendell McDowell was born in Ruckert, Quebec on September 16, 1890. He spent his early years in the Brockville area, was educated at the University of Blockville and participated in the 41st Blockville Rifle. He later won the rank of Lieutenant Colonel Fronttenac of Napanee, Ontario. After the war, Col. McDowell served as an executive officer for several mining and chemical companies, and from 1923 to 1928 served as Secretary of Secretary of Defense Secretary. On January 1, 1887, Tumbao was occupied by Colonel Colonel Matos, with about 300 men from Cotabato and engineers from Livangan.
