Recruitment is designed to select participants to use such services so that they can share opinions on these services. When a participant answers the first question and follows the question, he often questions the second question. What is the tendency to use public libraries? How is the usage compared with the level before the economic recession? How is investment in public libraries reflected in its use? The annual statistical report of the Museum Library Service Association (IMLS) shows how the use of public libraries changes with time. Production indicators of some major public libraries show short-term declines, but many continue to show activity growth for ten years.

Counties and cities continue to invest in library infrastructure. As of 2012, the construction and renovation of the library is stable. According to a survey of 2013 by the Pew Internet and American Life Project, 54% of Americans over the age of 16 were using public libraries to some extent in the last 12 months. A similar British investigation conducted in 2010 showed that 67% of people visited the library last year.
The IMLS 2012 report clearly states that income from public libraries and the main indicators used by public libraries tend toward the same direction. As expenditure increases, the use of libraries also increases. As expenditure declined, use of libraries decreased, but the proportion declined. People still use libraries if conditions allow. Federal and state funds account for a small part of the library budget. The most serious public library fund reductions were made locally. Letters to Congress and the lightning of the petition need to be repeated in the state and the municipality between the state and the coast. If the ballot includes paper bond issuance, library enthusiasts need to advertise and vote.
