The state's consent and justification says that some forms of government are legal, that is, it has the power to enact laws and enforce them through compulsion. If some form of government is legal, citizens must obey it - police, judges, laws and so on. For Locke, in order for citizens to be responsible for defending it, the government must satisfy two separate requirements. Therefore, even if some form of government agrees to infringe on yourself or others' natural rights, you are not obliged to obey it (not exceed your duty to commit the murder you committed). You are also not responsible for obeying the government to protect the natural rights of everyone, but you have not agreed to the authority.
