In this research, we studied the impact of implementation of intellectual property rights (IPR) in developing countries on imitation, innovation, economic growth, and welfare, using a north-south quality ladder model. Unlike existing research, this research clearly distinguishes intellectual property protection from intellectual property right execution by incorporating illegal imitation acts and seizure acts into the model. The four main consequences, first of all, is that the higher seizure rate does not necessarily lower the imitation rate in the southern part. Second, higher seizure rates do not always promote northern innovation. Thirdly, a sufficiently high seizure rate is necessary to promote economic growth, but such policy reform will exacerbate the welfare of the North and South. Finally, unlike attacks, the ban on imports of illegal imitations from the south will always reduce illegal imitations.

The immigration officer will review the petition and application form, provide advice on immigration allowance to the applicant, and make a decision on eligibility. Authorities try to determine if the information about the application is incorrect or misleading.
