Digital technology opens up new fields of human thought and knowledge creation. However, there are human risks regarding access, use, and human development. Sharing and learning of universal knowledge is promoted through the use of digital technology. This knowledge is no longer limited to those who have access to the library, but also to privileged minority curators, scholars, and rare documents that only others can get.

Digital expertise and digital innovative power have little relation. Digital innovation is a complex process. First, digital leadership can be defined by leader's contribution to the transition to knowledge society and community and understanding of their skills. Digital leaders have an obligation to keep up with the ongoing global revolution. They must understand technology not only as a promoter but also as a revolutionary force. Leadership must open up and be moved by the desire for genuine knowledge. Of course there are no rules governing the leader's ability to read and write code or to need to graduate machine learning, but we need to understand the impact of breakthrough technology and innovative technologies.

In discussions with public service leaders, the term "number" is often a source of confusion. This often leads to discussions focusing on the lack of technical products and knowledge, but in reality "digital" sees as a broader term for corporate value and practice utilizing the opportunities offered by the Internet Should be done.
