Over the years, the population of California is on the rise and we saw more people participate in social welfare services. We are fortunate to receive human service to help unfortunate people. Social workers point out that helping people's clients is not an easy task, but they are committed to helping and changing their lives (Merrill-Payne). Community service includes general aid, food stamp, Medi-Cal, child service, elderly service, mental health and substance abuse. There are many non-profit organizations that can help the community, but the county provides many Medi-Cal based programs to help the community.

Social welfare is divided into areas or units of education, health, maintenance of housing income and personal social services. The last system includes family and child welfare, elderly services, youth social services, information and referrals, and community centers. Personal social welfare services promote socialization and development, promotion of information and access to services and rights in other fields, provision of basic social care to the debilitated elderly and disabled group We integrate programs and services into various systems or personal social services. Because the doctor is a health system, the teacher goes to school and the lawyer goes to court; social worker is individual social welfare. (Dumpson, 1980)

why? Because the American social contract was broken. Social contracts differ from legal contracts in important respects. It can be torn. How is the social contract in the US broken? In the most authentic way: Americans no longer expect or can not get to minimize the best life. Their life expectancies, incomes, savings, etc. are nearly the last indicators of welfare, and they are all falling. People who made their lives worse? They tore the unsuccessful social contract. This is reasonable. This is to maximize their (decline) return, reward, which will only be punishment. Therefore, this is the truth of history. This is what we usually call "revolution". They mean that they do not create and share real economic value - financial institutions will not function.
