Owen Kristol was born in New York in 1920 and is one of the founders of modern conservatism, especially the brand of new conservatism. He was originally a Marxist, but he soon became conservative. Since the 1950's, he edited some of the most influential conservative journals and wrote numerous books. Regarding non-conservatism, Kristol said, "This is promising and not annoying, forward-looking and not nostalgic." People are not good because they generally think it will bring more money to the rich, they are good. He thinks that the welfare state is extremely dangerous and needs to evaluate other alternatives to help those who need it to come up with the same main idea.

The advent of modern conservatism in the 20th century is the response to welfare's liberalism. Economic conservatives in the 1950s (including Owen Kristol) believed that the state became too strong for welfare's liberalism. Contemporary conservatism claims the principle of classical liberalism. The main job of the government is to protect life, freedom, wealth and keep away from the market. It also needs strong police and military. Consequently, modern conservatives need fewer governments (ie social project spending reductions) and more governments (ie strong police, military, FBI, CIA etc).
