The Canadian Constitution belongs to Canadian people. That is the ultimate source of sovereignty for the people of Canada, so when the Canadian society changes, the Constitution has to change to meet the needs of Canadians. The Constitution of 1867 was not made for the people of Canada but by the Imperial Diet. The 1982 Constitution Act is part of the transition from the Imperial Constitution to the People's Constitution. However, this transformation needs to be achieved by major reforms. As political scientist Katherine Block said, large-scale constitutional reform is necessary, beneficial and available. This is necessary because past attempts of constitutional reform had to deal with the problem unresolved. Secondly, constitutional reform brings benefits to Canadians by giving people a sense of solidarity.
