I Versus We Theory is Hidden Everywhere

In this particular case, "we" are defined as a group of citizens on the street and "them" are defined as police or law enforcement agencies. They decided that they could eliminate "us" and "them" by taking the police out of the car and taking them to the street. They believe that this creates a more personalized environment and breaks some social barriers or taboos between everyday citizens and police.
