Human resources are considered a potential source of competitive advantage. It is believed to have been built over many years through accumulation of knowledge, skills and abilities that individuals possess, and company-identifiable expertise (Cappelli and Singh, 1992). The success of the project can be evaluated by being able to combine the company's human resources with the company's strategic goals. According to Klein et al. (1991: 11), "If professional performance behavior is consistent with skill formation, it will be the basis of competitive advantage."

In recent years, with the complexity of the organizational structure, personnel management has rapidly become important and changing.
