Naturalization occurs when foreigners apply for citizenship. They have to prove a wide range of qualification requirements so that citizenship and Immigration Bureau can prove citizenship requirements. Without citizenship, people can live in the United States for decades without being "citizens". Give up on making these people alien, for those who have citizenship but then abandon their citizenship. In order to give up people's citizenship, a formal pledge to give up is necessary. After giving up, these people can swear allegiance to other countries, and they can claim to be "world citizens".
