According to my argument, this does not seem to make full use of CDS talent and energy. Existing team skills are not necessarily compatible with this type of work and dealing with these major projects does not directly improve the experience of Canadian citizens. According to the CDS website, the current strategy is based on providing solutions, building functions and providing advice.
