GATS has a heavy work plan covering a wide range of topics. Soon after GATS came into force in January 1995, research on several topics was started as necessary. In 2000, negotiations on other tasks including international trade of services and research and reviews were further opened. The first phase of negotiations ended successfully in March 2001 when agreement was reached on negotiating guidelines and procedures. This is an important element of the negotiation task. By agreeing to these guidelines, members will determine the purpose, scope and methodology of negotiations in a clear and balanced manner.

The highly controversial nature of including education in GATS, coupled with the negotiating guidance and the anti-GATS lobby group's activities in the supervision, leads to factors that are awaited in the state negotiation strategy and only Member States (8) I made a request. Or offer (Knight, 2003: 6). Particularly in establishing the World Trade Organization (WTO) agreement, it is widely accepted that the purpose of the world trade system is not to maximize trade itself, but to raise the standard of living around the world. However, the World Trade Organization (WTO) and multilateral lending institutions are becoming more and more synonymous with these two goals of promoting development and maximizing trade. The end result is a mixture of results and means. Trade is not the opposite but has become a recognized development lens (Rodrik, 2001: 5)
