On September 12, 1962, President John F. Kennedy visited the campus of Rice University and made a speech at the stadium's national space campaign. Kennedy cites the progress of science as evidence that exploring the universe is unavoidable and believes that the United States should lead the universe's efforts to maintain its leadership on the planet. He said that we are exploring the universe, not because it is easy, but because it is difficult, and to encourage and participate in countries participating in space competition, "doing this, 10 years ago I should do it ".

In a speech at Rice University on September 12, 1962, President John F. Kennedy said he would not fill the space "with weapons of knowledge and understanding, not weapons of mass destruction." In the next month, on TV reports on Cuba's missile crisis on 22 October 1962, Kennedy stated "sudden mass destruction of aggressive weapons". The exact phrase in the early use of international treaties was in the 1967 Space Treaty, but the treaty did not define the phrase, and the Convention clearly indicated that the "weapons of the universe" and "all kinds of weapons" In addition to clearly prohibiting entry into orbit, or installation on celestial bodies, "any object carrying nuclear weapons or other types of weapons of mass destruction" prohibited the existence.
