Investment in medical research helps to continually improve human health and wealth. Medical research is funded by three sources: the government allocates taxes, medical research charities pay donor's funds, and private enterprises invest for commercial benefit. There is a huge number of literature on the relationship between government and private sector financing for medical research (see abstract). However, there is little evidence of the relationship between the government and medical charity funds.
Journal of Health Research The article just published in Policy and Systems is a cognizant of how the change in cancer expenditure in cancer research affects willingness to pay part of income tax payment for cancer research I am examining. Preference data collected through internet survey. Respondents examined hypothetical scenarios on changes in government funding levels for cancer research.
The results show that public decisions on the amount of donation to cancer research charity are not affected by changes in government's funding plan for cancer or other medical research. The personal experience of cancer seems to be a more important driving force for the decision to donate cancer research charity. If the government reduces the funds for cancer research it seems unlikely that it will be offset by the increase in donation from cancer research charity.

When charity organizations such as the American Cancer Society and Susan G. Komen Foundation collect funds for research it will provide additional funding to the same scientists supported by NCI.
