Washington consensus, often used interchangeably with neoliberal policy, is complaining about globalization. Theoretically, neo-liberal policies are trying to industrialize Latin America through Western ideas and structures under the "one size fit" policy. Later development theories point out that not all developments follow the same path as their predecessors. Each country has its own history, culture, trajectory and development variables. Globalization has provided workers to Western countries, but it is not a legitimate way for new developing countries to adopt a set of policies emphasized by the Washington agreement.

The concept of a relationship with global investors is challenging the ignorance and marginalization of traditional investors' voices and experiences in non-Western European countries and the global South. The main purpose of global investor relations activities is to "rest people." It requires southern scholars in the world to participate more in the field of IR and expanding the teaching and writing methods of IR at the main Western Knowledge Center. Post colonialism and Third World feminism provide a major critical theoretical framework for analyzing globalization in the historical context of Western colonialism and imperialism. They initially claimed that Western colonialism and imperialism play an important role in shaping the contemporary world and emphasized their sustained impact on global relations and local cultural practices. Post colonialism and the third world feminist come from all over the world, but they criticize the asymmetry of the North-South power from the perspective of non-Western epistemology and different members of the southern part of the world (Herr 2013 , Schutte 2002, 2005).
