Globalization: A document study on the effects of globalization on police priorities and management in Norway

As a society, we are being attacked every day by news from all over the world These news inform us about threats of terrorism, illegal immigrants, refugees and asylum seekers, and various types of cyber crime. Police are often criticized that they can respond appropriately to these threats without adequate preparation. As a public institution, the police prepare a report every year, and these reports are frequently reviewed and criticized. However, the results are not only generated, but are the result of planning and prioritization. Therefore, police can not be expected to deliver in a criminal zone, unless the police are first requested to prioritize it. I was interested in seeing the "order" I got by the police and seeing if it changed accordingly. In this research we will explore how globalization affects police management and priorities. This was achieved through a survey of the document of the Central Police Management Document during the period from 2000 to 2010. In the analysis, we examine three sets of documents. I will instruct the Attorney General (DPP) to inform police and district prosecutors. How the authorities (PPO) deal with criminal cases, which goals and priorities are chosen, the general direction of the police station to the police station that showed priority, and the regional specific of the Oslo police district Instruction. According to the analysis, the change in this period may be due to globalization. These changes can be divided into two groups: changes in police organization and management style, and changes in the type of crime that the police will prevail. There are three major changes in the police organization: 1) the number of police departments has decreased from 54 to 27, 2) due to the need for institutions to coordinate the dissemination of new administrations (NPM) and international police cooperation, the police station It was founded in 2002. Among the things we have found are racially motivated crime, international crime, trafficking in persons, illegal labor and so on. I think that these changes are due to globalization, but there is no one-to-one relationship between these changes. Understanding them is far more complicated than the scope of this project.

Norway believes that better managing the power of globalization at national and international levels is the only way to maximize the positive impact of the integrated world and minimize its negative aspects. On the national level, investment in human resources and physical infrastructure must be done, and excellent governance, democracy and human rights must be promoted. Furthermore, resources can not automatically flow in order to meet common needs in any way, nor can we take care of the most vulnerable groups in society. Therefore, aggressive government policy is necessary to ensure that resource allocation satisfies the needs of government officials. Most importantly, the outlook of the coming century depends on the willingness and ability to do the necessary long-term social investment, especially in health and education, and the ability to distribute the benefits of globalization in a more equitable way.
