Introduction Since the early 1990s, many studies have found that men are too numerous and that women are inadequate for special education, but until recently no research has been done to understand the reason for this result. The Disability Education Act (IDEA) defines obstacles in 14 different categories that define obstacles and determine who is eligible to receive free and appropriate public education under the Special Education Act.

In special education, disproportionately, certain populations or population groups are either too numerous or underrepresented compared to their existence in the entire student population (Ralabate, & Klotz, 2007). There are many factors that are thought to lead to imbalances: cultural differences, lack of appropriate assessment strategies, socioeconomic status, ethnicity and gender (Kanaitsa, 2010). - Imagine a typical high school classroom; the teacher explains algebraic lessons. Suddenly the scream sounded behind the classroom, the book leaned against the blackboard. The first instinct is to whip and see what the fuss is; however, this is simply a Toby, a child with a special need. This class will encounter outbreaks like Toby almost everyday.

Why should we pay attention to excessive expression of minority students in special education classes? As a matter of fact, regular education classes offer more educational opportunities and can not offer special education. Most importantly, sometimes these students' expectations are low, not to motivate something. Because the social stigma of special education understands and knows that they do not necessarily belong, there is the possibility of threatening student's self-esteem and frustrating them.

I witnessed the spread of civil rights data collection as a special education professional for 17 years. The proportion of colored students identified in special education is too high. In addition, students receiving color special education are faced with a high risk of pauses, alternative school tasks, and referrals for withdrawal. Ironically, education for students with special needs arises from the civil rights movement. Many other elements play a major role in the teacher, such as language, poverty, practice of assessment, lack of professional development, cultural ability support, etc. For students who learn in unnecessary services and inappropriate restricted environments be connected.
