Flexibility is a high-level thinking skill essential to learning in a technology-enhanced environment.

In order to fulfill this need, the purpose of this research is to reconcept flexible thinking and generate effective and reliable tools to measure tendencies of individuals who think flexibly in contemporary learning situations is. The 6-step research is aimed at the evaluation and verification of new products. As a result, a Flexible Thinking Learning (FTL) scale with three subscales was generated. It is accepting new technologies or changing technology, being open to others' ideas, and adapting to changes in learning situations. Within the framework of this study, the results confirm the content, composition and concurrency of the FTL scale, indicating population and time stability. Therefore, the FTL scale can be used as a research tool or as a self evaluation tool. It helps evaluate learner 's tendency to think flexibly and explain individual differences in the use of new learning methods. However, it is necessary to carefully examine the universality and to conduct additional investigations to examine the FTL scale of learners with different age groups and educational backgrounds.
