At the conclusion of World War I, the International League was established on Treaty of Versailles on June 28, 1919. It is the first intergovernmental organization to maintain peace and resolve conflicts of the world. US President Woodrow Wilson shocked the crime by the "civilized" nation and set the ideal goal of peace for his "14 speech" (including alliance). President Wilson is willing to negotiate with rival British and French to ensure the establishment of the alliance.

After the end of the First World War in 1919, President of the United States of America, Woodrow Wilson established the Federation. Wilson's intention to build an international alliance is to use collective security as a solution to ensure that no conflicts and wars all over the world will occur again. Collective security will protect each country through mutual support and the closure of alliance. Initially, the alliance provided "an acceptable world government to the world." However, since the beginning, the formation of the alliance invited a new war because of many flaws that caused the alliance to fail. Part of the reason for that failure is the absence of the United States, the negligence of Britain and France, and the failure to maintain the effectiveness of collective security.

In 1920, the European countries suffering from the catastrophe of the First World War founded the Federation as the first effort to establish an international order based on rules. It will lead to international peace. They did this without the involvement of the United States at the time of isolationism. The League of Nations failed. During the Second World War, 26 countries led by the United States and the UK signed the "UN Declaration" until 1942. Declaration proposes values ​​that are regarded as the core of the Free World Order: "Freedom, independence and freedom of religion, and protection of human rights and justice". Based on that declaration, 51 countries in 1945 established the United Nations. As we understand, it can be said that the UN Charter and subsequent documents are typical of the free international order of the day.
