First Time Voters

Before registering for voting, it is important to know all the qualifications. If you are registering online or by post, you may need to show your identity with your first vote. Federal law manages the type of identity card that allows for proof of residence. If you are newly registered for the first time, there are additional requirements.

If you vote for a federal election (presidential election or parliamentary election) without presenting the type of identity you need at the time of registration, the voting staff will ask you to present one of the following.

One of the following documents. However, it will be effective after the last general election unless the document contains the name and address of the person who submitted the document and the document is not permanent.

Sampling ballot or other official election document issued by the individual government agencies providing evidence, residence, or election as identification.

Proof, pardon or other official document issued by government agencies to individuals for resolution of criminal cases, indictments, judgments or other matters.

Public traffic management department of elderly and disabled discount cards issued by government agencies.

Identity cards issued by government homeless shelters and other temporary or transient facilities.

Some voters need to present identification cards in some form when voting. It is "face to face" or "vote by mail". Voters who voted for the first time in the first ballot have not provided the last four digits of North Carolina State Driver's License Number or Social Security Number, or provide a number that can not be verified, It must be presented. This ID is not necessarily a photo ID. The first voter's identity proof request was a request from the 2002 United States Assistance Voting Act (HAVA), a federal law not available in North Carolina. Acceptable forms of HAVA ID are as follows.

In addition to the law on what all voters have to say in their opinion polls, the first voters may face additional requirements. Federal support for the United States ballot law (15438 (b) (2) (A)) stipulates that all states will require initial provision of voters who vote by post and do not present identity cards at registration . The Act provides that "current valid photo ID or" a copy of the current utility bill, bank statement, government check, salary, or other copy of the government document indicating the elector's name and address "As an identification proof

Here we look for voters who do not have identity and proof of name (drivers license, utilities expenses, bank statements etc.), but voted in the state at least once. The first voter who does not present an identity card will face particularly serious obstacles. Federal law requires the first voter to display some form of identification without providing information that can be verified at other state or federal databases at registration. State laws of state voters are different. Some require voters to present a photographic ID card, others ask to present at least their full name and current address in bank documents, official documents such as utility bills. Both of these requirements can significantly reduce the voting rate of young, low-income voters who do not have a driver's license or are likely to be included in official bills.
